| The State of Massachusetts has guaranteed
59% reimbursement for a new Wilson MIddle School in a letter dated December
21, 1999. Note that the letter indicates an expiration date of June
30, 2000, however, the School Building Assistance Bureau has "grandfathered"
the Wilson project, provided both that there is a favorable vote for design
or construction by the city council and mayor or town meeting no later
than December 30, 2000, and that plans are submitted by June
30, 2001.
To quote: The "grandfather" clause in section 329 applies to all projects currently on the FY2001 School Building Priority List. It also applies to all capital school construction projects which have received a favorable vote for design or construction by the city council and mayor or town meeting no later than December 30, 2000 and for which all necessary application procedures have been completed no later than June 30, 2001. The vote should articulate the specific project. The applicant will need to provide a copy of the vote. If the project is eligible for the "grandfather" provision but the district wishes to have the new rates applied, the application must be withdrawn and submitted. The project will then be re-evaluated in accordance with the new procedures and criteria in effect at the time of the resubmittal.
